Your Pack's Lion Guide should be someone not already registered in another position.  As the position is not a multiple role (meaning Cubmaster, den leader, or committee member already registered cannot dual role as Lion Guide-LL)

Look at parents who have youth in the pack and or are connected with the upcoming kindergarten class in fall.  That would be a great fit for the role.
